A Comparison of the Regulations ( process ) for the Environmental Impact Assessment between EC Member Countries ( in particular, Germany ) and Iran

    This article intends to make a comparative comparison between the Environmental Impact Assessment (EIA) system in the EC member countries ( in particular, Germany) and the Islamic Republic of Iran. The quality  analysis of the regulations for the environmental impact assessment in Iran ,which are not comprehensive and drawn out only for maintaining a framework, is discussed too. Furthermore, EC member countries are also analyzed .Though they often benefit from different political and administrative systems , but naturally they have environmental law and consider the EIA studies necessary for their countries .

What distinguishes the Islamic Republic of Iran from some countries ,like the Federal Republic of Germany regarding the EIA , are such related aspects as economic and social development; the situation of administrative, political and governance system; environmental experiences, and attempt for optimization and regulation of different procedures. There may exist , however, so many legal similarities between our countries. Iran may benefit from the experiences of developed countries and take lesson from their mistakes , and tries henceforth to conform different issues to its own ones.

At first, the article addresses the projects that fall under the EIA , and analyzes the common points of all kinds of projects. It then tries to study  the different aspects of the assessment mechanism and procedure among the countries.

In the next part of article, the related aspects together with the least information needed for the study are discussed .in the end , all the issues covering EIA studies are taken into consideration , and their success are compared to each other.
