The human society in the present conditions of the world can not survive unless necessary studies on the sustainable development and long term environmental planning , in particular for the future generations , are  taken into account. Industrial development is considered as an important indicator for countries development process. The construction of industrial towns, as the most distinguished form of industrial development, plays an important role in the human activities, as well as achieving the sustainable development goals. This should not be based on such factors as economic justification and production value, but it has to be based on the results of regional planning, land logistics, and environmental assessment.

Beijing stone industrial town is an example of specialized industrial towns designed for 180 stonecutting factories. According to the planned programs, all the stonecutting workshops located in south of Tehran, should be taken out of the residential zones and transferred to Beijing industrial town . This is an important measure to reduce the pollution resulted from the activities of this type of industry in residential areas of a city.

The location of Beijing is proposed to be in south of Rey city in Tehran province. In order to assess the environmental impacts of this project on all environmental factors of the region, the activities pertaining to the construction phases and operation, regarding the choice of project implementation and project refusal, were studied. The assessment has been based on a matrix of Leopold counter impacts, The results show that during the processes of construction and operation , different activities will lead to the increased air, sound and water pollutions, but through observing and implementing the correct and essential management as well as proper supervision enforced by the relevant institutions, all the pollutions resulted from the project activities would be decreased.

Furthermore, positive economic and cultural impacts, living standards enhancement of local community , provision of more  welfare  facilities , access to  modern transport systems  , vegetation

cover development, organized gathering of visitors, buyers and sellers, and business development show that the implementation of proposed project will have more positive impacts on the development of region’s environment than the negative ones.
